2016台灣藝術村聯盟年會-「藝術行動:節慶與地方振興」

「台北國際藝術村」成立於2001年,是台灣第一個公辦藝術村;「寶藏巖」則為亞洲城市中對歷史聚落進行保存的經典案例。作為藝術進駐基地的先驅,具有其領導地位與指標能力,自2015年起率先以「以藝術村作為方法」為主軸,結合全台數十個藝術村的活力與動能,發起台灣藝術村聯盟年會,透過會中結論成立聯盟「台灣藝文空間連線TASA」(Taiwan Art Space Alliance)-作為組織藝術進駐機構單位的橫向運作平台,希冀透過聯盟的成立,健全台灣藝術村與整體藝文環境的需求。2016藝術村年會將以「藝術行動:節慶與地方振興」為研討主題,探討藝術、社區、節慶與地方發展彼此間的關聯性,尋求資源永續的藝術經驗。透過台北藝術村舉辦的兩大專案活動-「寶藏巖環境藝術燈節」與「混種現場藝術祭」作為案例出發,邀請國際重量級藝術節之策展人與藝術家/團隊,來台進行座談分享,試圖藉由各方經驗,推動生於斯長於斯貼近土地的藝術行動,落實藝術介入社會的實際功能,探討台灣藝術節慶的操作方向,如何不淪入嘉年華式的思維模式。本次活動邀請國內外藝術單位、藝術節慶策畫暨參與者及政府單位共同討論交流,同時開放大眾報名參與加入。本次年會榮幸邀請到歐洲「綠色藝術聯盟」(Green Art Lab Alliance)創辦人Yasmine Ostendorf、英國「2015年泰納獎」得主Assemble團隊、印尼Jatiwangi Art Factory創辦人Arief Yudi、「日本文化藝術基金會」總監家村佳代子、菲律賓「馬尼拉藝術節」藝術總監Andrei Nikolai Pamintuan、中國「山西許村藝術節」發起人渠岩、「雲林成龍溼地國際環境藝術計畫」營運長王昭湄等來賓進行專題演講;以及臺北市文化局長謝佩霓、臺北市立美術館館長林平、關渡美術館館長曲德益、竹圍工作室創辦人蕭麗虹、輔仁大學博物館學研究所助理教授蘇瑤華、臺灣歷史資源經理學會秘書長丘如華、台北設計之都執行長吳漢中,與台北國際藝術村總監吳達坤參與。期待透過本次活動中不同視角的對話,開啟國內外藝術節慶個案之經驗分享與交流,結合各方資源,推動藝術介入社會的實際作用,提供藝文單位在營運或舉辦展演活動時,有更多元的合作模式及互相參照的可能性,進而促進國際間藝術機構合作,為台北和國際城市帶來跨城市和跨社群的對話。

2016 Annual Conference for the Artist Village Alliance of Taiwan- Art Action:Festival and Community Revitalization

Taipei Artist Village and Taipei Artist Village-Treasure Hill, were founded in 2001 and 2010, respectively, and is currently supervised by the Taipei City Government Department of Cultural Affairs. As one of the earliest organizations to spearhead the development of art villages, TAV aims to provide “art space” for the arts community in Taiwan. With this in mind, TAV has actively engaged in cooperation with other like-minded organizations and communities both in Taiwan and from overseas, and successfully established the “Taiwan Art Space Alliance (TASA)” in 2015. Through the TASA, TAV hopes to establish art villages to fulfill the environmental needs of artists in Taiwan. The discussion theme for the 2016 Annual Conference for the Artist Village Alliance of Taiwan will be “Art in Action: Festivals and Community Revitalization“. Under this theme, the topics of art, community, and associations between festivals and regional development will be explored in pursuit of a sustainable art experience. Taking two large event projects launched by Taipei Artist Village as starting points, namely the “Treasure Hill Environmental Art Lantern Festival” and the “On Site Artfest”, TAV has invited international heavyweight arts festival curators and artists/teams to Taiwan to engage in discussion and exchange. Through this, TAV hopes to promote grassroots arts activities to achieve the imbedding of art in society, and explore the operational direction of Taiwanese art festivals to avoid falling into a “yearly-ceremony” style of thinking. For this event, TAV has invited both international and domestic arts units and arts festival curators and participants, as well as government units to join us in discussion and exchange. At the same time, TAV invites the general public to sign-up and join us for the event. TAV is honored to be having Europe’s Yasmine Ostendorf (Founder of Green Art Lab Alliance), England’s Team Assemble (winners of the 2015 Turner Prize), Indonesia’s Arief Yudi (Founder of Jatiwanqi Art Factory), Japan’s Kayoko IEMURA (Director of Japan Arts and Culture Foundation), Andrei Nikolai Pamintuan (Art Director of Manila’s Arts Festival) from the Philippines, China’s QU Yan (founder of Xucun International Art Commune), WANG Zhao-Mei (Chief operating officer of Cheng-Long Wetlands International Environmental Art Project), and other distinguished guests as speakers and discussants. In addition, honored guests and specialists including HSIEH Pei-Ni (Commissioner of the Taipei City Department of Cultural Affair), LIN Ping (Director of Taipei Fine Arts Museum), CHU Teh-I (Director of Kuandu Museum of Fine Arts), Margaret SHIU (Founder of Bamboo Curtain Studio), SU Yao-Hua(Assistant Professor of Graduate Institute of Museum Studies,  Fu Jen Catholic University), Chiu Ru-Hwa (General Secretary of Institute of Historical Resources Management), WU Han-Chung (CEO of World Design Capital Taipei 2016), and WU Dar-Kuen (Director of Taipei Artist Village) will also be joining us for the event. Through this symposium, TAV strongly believes that a multi-perspective discussion and exchange of experiences with art festival projects will provide further possibilities for different organizations and institutions in the cultural and art sector to further cooperate with each other to form an interconnected international art network.
